7 arrested after lengthy SWAT operation in Greeley stemming from traffic stop

DENVER (KDVR) — The Greeley Police Department arrested seven people on Monday after a vehicle fled from a traffic stop, leading officers to a residence where occupants refused to surrender.

The incident began at about 1 p.m. on Monday, Nov. 3, when police attempted to pull over a Toyota Highlander in the 2200 block of 10th Avenue. The Greeley Police Department said that the driver was Rigel Fuller, 29, and that Savannah Vasquez, 24, was a passenger in the car.

Fuller, at the time of the traffic stop, was on parole for aggravated robbery, and Vasquez had four active warrants, the police department said.

However, Fuller did not stop the car at the officers’ requests, so police tracked it to a home in the 2200 block of 23rd Avenue. There, officers saw three people exit the car and enter the home.

That spurred officers to establish a perimeter and call for the occupants of the house to comply with police commands. When those commands were ignored, the agency obtained search and arrest warrants and called the Greeley SWAT Team to assist.

About 4:20 p.m., a Reverse 911 alert was sent to nearby residents to warn them to remain sheltered while the situation was underway.

The standoff lasted for the next several hours, the police department said, during which time 12 people left the home. However, Fuller and Vasquez did not leave the home.

SWAT sent chemical munitions into the home before making entry, the Greeley Police Department shared, and found Fuller and Vasquez hiding in a basement crawlspace. The pair was medically treated for the chemical exposure before they were taken to the Weld County Jail.

The individuals arrested, and the charges they face, are:

  • Fuller was arrested on charges of hit and run, reckless driving, vehicular eluding and possession of a weapon by a previous offender
  • Vasquez was arrested on charges of three counts of failure to appear on a warrant and being a fugitive of justice
  • Wendi Cisneros, 36, was arrested on charges of probation violation, failure to appear on a warrant and fugitive of justice
  • Julienne Degraff, 33, was arrested on charges of possession of a weapon by a previous offender, fugitive of justice and parole violation
  • Jadynne Gonzalez, 26, was arrested on charges of unauthorized absence, failure to appear and fugitive of justice
  • Aleen Oros, 27, was arrested on a warrant for failure to appear
  • Geoffrey Rocha, 37, was arrested on a warrant for failure to appear

The police department said that three other people were cited and released on scene, with four others who were released without citations after they were identified and interviewed.

The investigation is ongoing. The incident response involved help from the Evans Police Department, Firestone Police Department, Boulder Police Department, Weld County Sheriff’s Office, Fort Collins Police Department, Colorado State Parole, Colorado State Patrol, Hudson Police Department, Loveland Police Department and Erie Police Department.

All of those agencies are part of the Beat Auto Theft Through Law Enforcement initiative that aims to combat motor vehicle theft and identify those associated with motor vehicle thefts.
