DENVER (KDVR) — The employment impact from the end of the Salvation Army’s programs at three Denver hotel shelters has been announced, with nearly 100 people facing end-of-year layoffs.
The Salvation Army filed a WARN notice with the state on Wednesday to share that all 93 employees of The Aspen, Tamarac Family Shelter and Stone Creek hotel shelters would be laid off as of Dec. 31, 2025.
The end of the city’s partnership with the Salvation Army at the hotel shelters was announced in mid-August. The nonprofit said that its available funding for shelter operating costs had been expended, and so was withdrawing from the shelters to keep its other programs.
The Salvation Army Intermountain Division told FOX31 on Thursday evening that the WARN letter was part of the planned year-end service transition.
“(The Salvation Army) is working closely with HOST, the City and incoming agencies on its operational handoff of the three large city-owned shelters. This is part of a smooth transition to ensure the safety, dignity and well-being of staff and the clients and families who rely on these services,” said Jennifer Forker, director of communications for the Salvation Army Intermountain Division, via email.
The nonprofit previously said that it “shouldered more than $5.2 million in shelter operating costs,” which outpaced the available funding after it joined the city of Denver as a leading partner in addressing homelessness.
“Continuing to absorb these costs would jeopardize the quality and integrity of all our programs,” said Major Nesan Kistan, Intermountain Divisional Commander, in the nonprofit’s August release. “Instead of spreading our resources too thin and risking the standard of care we’ve upheld for more than 160 years, we’ve made the necessary decision to step back in some areas to strengthen and sustain our impact where it’s needed most.”
The nonprofit said it would be working to provide the affected staff with wrap-around support, including job placement assistance and emotional assistance. Employees who meet existing eligibility requirements will also receive a severance package.
